Mr. Royall was the son of the last man to hold the office of US Secretary of War. He started his political career as chairman of the Durham County School Board before serving in the NC House of Representatives from 1967 to 1972 and the NC Senate from 1973 to 1992. He was a member of the “gang of eight” that made most of the decisions on state policy, was elected Senate Majority Leader his first year in office and held the powerful position of Chairman of the Senate Appropriations Committee. |
